In a bowl combine water, Boulion and Sazon Packets, whisking to combine, and set aside.
In a shallow pan (wider the better with a clear lid is prefered) add in your rice and just enough oil to barely coat it, then start to brown the rice.
As soon as you start to see the browning, add in the onion and bell peppers to sauté.
Next add in the Sazon, Boulion, water mixture to your pan and bring to a rolling boil that can not be stirred down. At that point, cover with the lid and reduce to low heat.
DO NOT LIFT THE LID! This is why it is important to use a pan with a clear lid like this one!
The Mexican Rice is finished with the liquid is gone.Remove from heat and fluff with a fork.
